Research area and mission
The objective of this working programme is to develop theoretical propositions about the principles and processes that formulate or ground the relationships between characteristics of the bio-physical/natural resource environment and the human environment (economic, social, political, legal, and cultural resources) in relation to resource management and social (in)security. The research is comparative because it examines these interrelations and their social outcomes in different resource environments. These theoretical propositions contribute to analytical frameworks, which are better suited to the complexities and dynamics in the research domains of this working programme and at the same time facilitate collaboration across disciplinary, ecological and geographical boundaries. Of particular concern in this working programme are contexts of ecological degradation, political turmoil, economic inefficiencies, social insecurity and poverty.

Management
A management team is responsible for the daily management of the working programme. Currently the composition of the managementteam is:
Prof. Dr. Linden Vincent (Irrigation and Water Management, WU, Chair), Dr. Lisa Price (Sociology of Consumers and Households, WU, member), Dr. Fred Zaal (AGIDS, UA, member),  Dr. Sarah Southwold (Rural Development Sociology, WU, member); Dr. Conny Almekinders (TAO, WU, member), prof.dr.ir. Han van Dijk (Law and Governance, WU, convenor).

Organisational trends
Over the past years there has been considerable synergy in the working programme and especially on the interface between natural and social sciences. This has been achieved mainly by more interdisciplinary collaboration with natural scientists inside and outside CERES. Reorganisation and strengthening thematic research lines and project clusters of the working programme in themes and clusters has set in motion a process which has strengthened the development of a series of new research projects and programmes based on joint applications and/or profiting from each other’s research contacts and networks. The progression in these fields requires some changes in the set-up of the programme to put more emphasis on specific topics. Due to recent changes in personnel (retirement, transfer to other working programmes or institutions outside CERES) parts of the working programme will be reconsidered in 2004.

Research themes
Thematically some global issues have become more important and are being incorporated into the research of the working programme. More emphasis is given to conflict as a structuring factor in resource management practices and environmental management, both as an exogenous and endogenous factor, i.e. conflict influencing resource management and conflicts centring on resources.
